Most such laws go back more than a century when water rights were a primary reason people bought or homesteaded land in the West.
I was really bummed coming out of the sixties, so at college I signed up for an economics course to match my mental state. The teacher was young and passionate.
The first week, she explained that if the Government could find a way to tax air, they would.
My depression got worse, so I dropped out of her class.
She begged me to stay.
I think in hindsight that she wanted to teach the students about the evils of Government.
The left wants to tax the air.
Must be the left that wants to tax or otherwise restrict rainwater.
If they can't tax it, I guess they want to adulterate it.
I'm unsure what they are. But I'm leaning toward the BS side slightly. I don't think there's cause for alarm

They are spraying the crap out of the skies above me. I told that to someone I used to work with, who used to be in the air force, and he said it was just vapor trails. Does vapor leave trails miles long for hours? Don't think so.

depending on conditions at altitude, condensation trails can last for hours, or minutes. wind, temperature, moisture content, etc all have an effect on how long condensation trails and clouds last in the upper atmosphere.
