The instant NASA was created it was destined to die a slow bloated bureaucratic death. This is the fate of all government agencies, given enough time. It has absolutely nothing to do with the military.

The military has their own space program, completely separate from NASA. However, that does not mean NASA has not made launches for the military, they have. However, they are more the exception than the rule.

The Department of Defense Executive Agent for Space (the Secretary of the Air Force) has been directed to disestablish the National Security Space Office (16 December 2010 Memorandum: Realignment of National Security Space Office) and establish a joint office to support the Executive Agent for Space and the newly formed Defense Space Council.

The Army also has their Space and Missile Defense Command. There is an entire Brigade dedicated to the SMDC.
