Plus, space travel is very expensive. There might also be insurance issues in the case of fatal accidents. NASA has a budget no private company can afford, and people dying while working for it are more like national heroes than insurance cases.

The instant NASA was created it was destined to die a slow bloated bureaucratic death. This is the fate of all government agencies, given enough time. It has absolutely nothing to do with the military.
The military has their own space program, completely separate from NASA. However, that does not mean NASA has not made launches for the military, they have. However, they are more the exception than the rule.
The Army also has their Space and Missile Defense Command. There is an entire Brigade dedicated to the SMDC.
