The truth is that that is actually lens flur....look to the dock lights just above the right of the boat...see the spacing and proximity they are to each other...it is lens flur of those three dock lights.

Question interesting but give more info

ShepsMom,,,,, interesting ~ were the lights or orbs in the sky moving at the time you took the picture? And did you see the same lights with your eyes not the just caught on camera? I’ve seen aircraft stacked up and coming into the city that look similar with their landing lights on.

Heck no, i didn't see anything, LOL Actually, aircraft would be decending if anything, as airport is near by, they could be headed for the landing.

Lens Flur look at the space between the dock light and the Sky light

From left to right Dock Light first two look closer together thrid more space apart

From Left to Rirght Sky light first ones space apart from the last two .

Why would the flur switch?

My guess is the curve of the lens combined with a flat lens filter/protector over it. They are reflecting of each other like a mirror.

Caused by the reflection of the light source [on the dock] on the back side of the lens element....in the case of multi element len's you can achieve this flare on each surface of each element.

NOW....if this boat had been docked at Area51 or at the Lil AlieINN in Rachel NV...we might have something
