I will say this...she's a mess. She wasn't ALWAYS a mess, and yes, she sounds schizophrenic, paranoid, etc. Honestly, it's hard to tell what's up with her. But she's been talking about this stuff for a year or more.

She says the police are of no help to her, and she says that friends and family tell her that she says stuff to them that she doesn't remember, and now, she says she believes that she's been getting raped on almost a daily basis, but no one believes her. She's homeless or close to it at this point.
From what Ive read on this stuff, it would be fairly expensive for the average person to do, not sure it would be worth the cost to destroy one single person, I could see a govt doing it though.

It would be the perfect weapon, because its near impossible to prove its effects and harder to prove someone used it. I just wonder if there is any of this stuff for sale on the dark web.

Yes because some are still skeptical that CIA and State Department people are being attacked with the tech so a civilian wouldn't stand a chance of proving anything on their own.

As tensions rise over Ukraine, are we going to see an open display of directed energy weapons? Tonight's episode of 60 Minutes suggests that may be the case.

CIA physician Dr. Paul Andrews was one of the first people sent to Havana, Cuba, to investigate a spate of mysterious health incidents that were impacting embassy and agency personnel in 2017 when he was struck by the same set of debilitating symptoms, he told CNN Chief Medical Correspondent Dr. Sanjay Gupta in his first public interview for a CNN Special Report: “Immaculate Concussion: The Truth About Havana Syndrome.”

This 60 Minutes report essentially confirms the existence of Directed Energy Weapons (DEW) and even names the culprit behind the attacks on US government personnel.

You are misinformed about schizophrenia. There are a lot of different causes and even though it is rare, it does happen that someone over 20 becomes schizophrenic, sometimes because they are diagnosed as bipolar and the medicines they are prescribed make things worse instead of better. My dad was schizophrenic but it was late onset, it was still schizophrenia.
