The local television media has been reporting about that a lot lately.
I tried to look closely at that photo, but the resolution's terrible. I can see where people said the reflection of the photographer's arm forms what looks like a disfigured woman's face, but I can't tell what forms her hair, neck area, etc..
Are IPhone cameras that bad of a resolution or was the original downsized for posting on the internet?
This is one of those times where we do not have enough information to make a conclusion of real or faked. To give the people the benefit of the doubt, I'm more inclined to think they actually caught a real live person, and they were so caught up in "their" moment, they didn't realize what they had done.
To me, that looks like a kid with a backwards facing ball cap, pulled back on his head, so the cap brim in near his neck.
And I've been in Alcatraz, and there are parts of the place that is darker and shadowy...
It looks like her (the photographer's) own reflection to me.
edit to add: on second viewing I agree with the above posters and the story comments that it's a bad photoshop.
