I don't think it is "ruins" as we earthlings would describe ruins.
I think it is an unusual rock formation, similar to the unusual rock formations one sees driving through the state of Utah.

Ruins? Excuse me, but when you use the word ruins you are giving us to believe there are crumbled buildings in the photo, and then we see this one odd object. Admittedly it's pretty odd, but hardly qualifies as "ruins".

Look at the cracks around it; it's maybe an inch or two long. That's one tiny city! This is a photo taken from a camera on a mast maybe 6 or 7 feet off the ground. Looks to me like a piece of whatever surface crust you see in the photo with a few concretions or pebbles stuck to it.
