Haven't seen the topic discussed here. Supposedly this forest, which apparently isn't very large (about 1 square mile) is a hotbed of paranormal activity, UFO sightings, mysterious disappearances, etc.
I've been to Cluj several times, and spent most of my time in the mountains and forests. I had good friends in the area. No one ever mentioned such a thing. However, a poor country like Romania is into marketing whatever it can market to draw tourists. They had a Dracula tour they were pushing heavily in the 90's and beyond, I assume this is something similar.
The area west of Cluj is beautiful, though, and Cluj is a nice city. I recommend going there to enjoy the culture and the national parks, the unspoiled nature. It's great hiking terrain in those mountain areas, and the villages are quaint.
There are several episodes on one of those paranormal investigation tv about this area. One time, one of the camera men was attacked, and he started to nose bleed for no reason and he wanted out ASAP. It was funny.
Some of the manifestations described (rashes, headaches, etc) sound vaguely like there could be radiation or chemical waste from some clandestine experiments or something.

Ghost Adventures has gone there once or twice, and Josh Gate's first series Destination Truth went there in an episode.

Yeah, the bleeding guy was from Destination Truth.
