I think it is an optical illusion or somebody messed with the video.

Fata Morgana as zardac says -- looks to me like it might be a distorted image of buildings on the far shore:

Can a mirage be video taped? They weren't in an area where the shore could be seen. That would be much too simple.

Yes - they can be photographed or taped. The mirage could be an image of something like a boat or building over the horizon (even quite a long distance away). The above link is broken; here's another one:

It's hard to tell what this is. With satellites above in space, why can't they zoom in. Why didn't somebody get a speedboat and ride out to the site. These phenomenons are always fuzzy.
