I believe it's haunted, so I want to know where can I go and get this information and do they allow anyone to see it? Including people who don't live in that house and don't even live in that county? it's a house my brother used to live in

Sometimes, this stuff is online. But mostly, you need physically to go to the county. House records are usually public. I'd call first to confirm. Some states they aren't.
Other thing...how old is the house? Newer census records use addresses. 1940 is most recent to come online. Then you get names, and search local news sources. You can do this on Ancestry, and often your public library has a free account, so you don't have to sign up. There's a learning curve to Ancestry.

I called today they told me everything is on the site under deed search, I did it but it only lists the owners, not everyone who lived there and I was looking to see if someone ever died in that property but they don't have that information available so I don't know how other people are able to find out and I am not going to pay just to find this out either...

You've got the owners names. Go to the library and see if they have newspapers on microfilm from that area and era. Look for that last name, in articles and human interest. I've found tons if stuff on a friend of mine, because he has the very common last name of my relatives although we're not related. He was very active in sports in high school.
Or...google last name, town name, state, obit. Any obituaries from that area should pop up, especially if you're talking recently.

so by searching that person's name I can see if he had any family members who died in that house?
I can't find anything, I don't know how people are able to get these records of who died in the house, everyone who ever lived there, etc...
Research is hard. It feels like you are hunting for that needle in a haystack. I spent months looking for information on my third great grandfather, till I hit pay dirt. And trying to find my missing great grandparents? That took so long I started thinking my great great grandmother literally found my grandmother in the cabbage patch.
Forty minutes and you're giving up? Don't give up!

County Clerk or City Hall. You can also just google your address.
I was interested in the history of the house (no ghost issues) and my city had no problem letting me look.
Start with the last people who owned it, and work your way backwards.
