It seems, they may come from MIT scientists

Although this is more a science topic, many people on this forum have reported hearing voices in their heads and so this might just be a source for them. It is another possibility anyway which we should be aware of.

In a press release, researcher Charles Wynn said, “Our system can be used from some distance away to beam information directly to someone’s ear.”
“It is the first system that uses lasers that are fully safe for the eyes and skin to localize an audible signal to a particular person in any setting,” he added.

As reported by Futurism:
This technique allowed them to transmit sound to a person more than 8.2 feet away at a volume of 60 decibels — about the loudness of background music or a conversation in a restaurant — without anyone between the source of the sound and the target hearing it.
Currently they report a distance of "more than 8 feet" but this will probably improve and no doubt they and other organisations will find many way to use this technology.

Perhaps the tin foil hat is not such a bad an idea after all.

I think they are our conscious speaking to us in a subconscious way. Our lessons previously learned are always with us. How we decide to act (or not) upon those lessons are a conscious decision.

It is our reasonable side, asking us to think something through before we act on it. Some people have a stronger desire to listen to "all sides" in their own heads than others...hence you have those with no lessons, or bad genetics, or both. Those are the questionable people who may do things outside of the social norm.

*It's like that colloquial "devil" on one shoulder and the "angel" on the other...which side you consciously listen to is the conscious decision, that affects the real, physical world. And according to society, which one you choose can determine your fate, should the choice be a disaster within the laws of man.

On the other hand, it could also set you up as one of the worlds most beloved people, a Mother Theresa, as an example. "Let your conscious be your guide"

I don't get the tinfoil hat reference. All of us have a conscious. Every last one of us. That is what sets us apart. We have the faculty of judgement, and how to act upon it. We are the only animal that can decide to let someone (or something) live or die. Other animals only kill out of pure existence/preservation. We judge "right" and "wrong."

And we are the only animal (that I know of) that believes that we may live on in a soulful state after our organic body dies...

The article is about MIT being able to beam voices into the brain of others so they 'hear' voices. Many people who claim they are psychic are also able to hear voices in their head. They claim these voices are from spirits or dead people living in another realm.

A tin hat is supposed to stop governments being able to beam voices into our heads and is referencing a conspiracy theory which has been knocking around for years. It says that governments can put voices in our heads and make us 'hear' what we think is either God or spirits telling us to do things. Now this article is reporting the confirmation of that ability by science to do what the conspiracy theory has been saying for years.

I believe what you or Mother Theresa are suggesting, is that we use our conscience (our moral guage) to tell us 'good' from 'bad', not our consciousness (our awareness) which is with us all the time.
