It makes trillions of dollars worth of sense but that wasn't what the article said was the purpose.

Well....now you see the stupidity of our so-called leaders. Of course, this stupidity doesn't make sense because they have an agenda that "we the people" are not supposed to know about. We are to simply "obey" and not ask questions.
Why create a virus that did not previously exist just in order to make a vaccine for it? That makes no sense at all.
You obviously dont think the same way that the creators of the Georgia Guidestones think, because if you did, there would be a need for some way to reduce the population drastically. That would have to be a global effort not just one country involved and so the elites would have to coordinate their plans across many governments.
One government would be tasked to start the pandemic with whatever virus they had available and the other governments would do their bit to continue the decimation of their own populations down to the global limit of 500million. I have to say that this iteration did not 'work' very well but maybe it was a practice run to get everyone up to speed. Like a FEMA practice run.

You are overlooking the fact that there is no way for the creators of the virus to protect themselves from their creation.
Aliens make a bit more sense to me because they likely know that due to climate change the earth is getting hotter. Trump denies that the planet is warming so the aliens unleashed Covid 19 to cost Trump this fall's election.
The planet has been going through heating and cooling cycles since the formation of the planet. Do you have any reason to think that aliens would care who our president is?
