I think we have a number of these attacks over the years which can be traced to Dogman perhaps, but the scientists always say they get canine DNA so maybe thats what Dogman has.

Many of the attacks bring on an investigation and those investigation collect DNA to find the guilty dogs and the owners that left them out uncontrolled. Of course sometimes the DNA samples have been comprimised, but that does not mean Dogman. Like the case you just pointed out. In that case the first samples were misleading but subsequent samples had better results. Hopefully they get the right owner/s.
While you say that dog owners do not want their dogs destroyed, they are still lazy. They do not want to walk their dogs so they open the door and let them out. Sometimes those lose animals form packs and while one would not attack a human on its own, the pack has a different mentality. When I drove truck down South it was not uncommon to see a dead dog on the side of the road. You do not see them that often up here in the North. But dead dogs on the side of the road point to dogs running free. Of course there are large farms down South and many of those farm dogs have never been restricted to the inside of a house.
