Yes, but why add to the noise levels? You can hear highway noise within 1/2 mile of a highway, which is bad for property values. Adding rail will only increase noise levels, if anything.

Modern Rail is quiet for the most part , and constructing Underground Railways is way too expensive and unnecessary for Rural and Suburban areas. Passenger and Urban Transitways add to your property value , Freight takes away form your value. The only Underground construction should happen is in an Urban setting....for capacity / congestion reasons. Rail Noise is no where near the noise of Highways and trains run once or twice per hour so thats all you have to hear. Its not constant like a Highway , overnight is limited or no service. This only applies to Feeder and connector lines , Trunk and HSR can be loud but still tame compared to a highway. CT doesn't have anymore Trunk lines planned.

From my experience modern freight trains on welded rail can sneak up on you. Electric trains are even quieter.

At least train noise isn't constant. I live about 1/2 mile from a highway and it carries.

Been to Boston lately? I was there last summer and I noticed that the on ramps for the expressway went underground.
