Isn't that true for everything related to transportation and urban planning? Even routine maintenance carries a certain cost.

What would be so horrible about it? I've never been bothered by road noise when inside a building, and I imagine in this place it would be noticeable but not bothersome, depending on how insulated they are. Besides, it should be interesting for them watching the cars going by on the expressway. It might even get them thinking about urban planning

Honestly, I'd be more concerned about all those window air conditioners than a bit of background noise. Why can't they get a central air conditioning system? The beginning and ending of the school year there is certainly hot enough; the only thing that's probably lacking is foresight and money, though lack of funds hasn't stopped them from purchasing dozens of smaller units
