I think you need to be a bit more specific.

What do you mean by "most hardcore"?

Roughest? Most crime? Dirtiest? Highest amount of poverty? Or do you mean hardcore as in a city that parties hard with lots of bars and clubs? S&M/Fetish clubs? Heavy metal bands?

If you mean "hardcore" in a rough, tough, slightly dangerous way - probably Detroit. Maybe Philly.

If you mean "hardcore" as in most entertaining/interesting/packed with fun - NYC.

That's what I think of when I think "hard core urban" for sure! And yes, I totally remember that song...why the heck was KISS singing about Detroit for anyway? It's not like it's a rocker town, or was it back then?

The song was dedicated to a fan that was killed on the way to a KISS concert, in a car accident. Detroit was a huge rocker town back in the 70's through the 90's. The scene may not be as good today, but concerts still fill up pretty quick it seems.
