Who knows how many deaths result from absurd policies promoted by IDSA?
Nearby cities pride themselves on claiming they are adherents. Hoping wrongful death suits will the policies of not providing proper illumination for entry and exit off of highways running through town.

Countless people have been killed trying to turn left off highway because the path they are trying to turn onto isn't lit (promoted as following IDSA) and they can't see where it is. They find out too late the path isn't where they thought it was and get T-boned by oncoming traffic resulting in fatalities and property damage. The IDSA didn't "preserve" anything. Join the stop being stupid society instead.

Could you post a Google Street View of the intersection you're referring to? I'm curious as to whether something else could be done (improved signage, perhaps?) to improve safety.

You would have to see it at night.

The road entrances to these shopping centers on the left and the right are not visible at night particularly with the headlights of oncoming vehicles.

Some of us older drivers need more light than younger ones but not on every possible street. Major streets, sure, but not everywhere. And they can be designed and installed to limit light pollution. Check to see if your city has a light lumens ordinance and if it is enforced. My state has a Night Sky Protection Act that cities have to comply with. I think other states have similar laws.

I can see how that would be a problem at night. Just putting posts wit reflective markers to indicate where the entrances are would help a lot.
