Is there a law from the federal or state government that allocates money to municipalities that have more poor people?

I doubt it. It's more likely the total population. Of course if a city has a military base or a big government contractor it will get more. Then there's the matter of clout. Sen.. Robert Byrd, of WV, was able to get lots of projects and money to his State. There was the Personal Rapid Transit system for Morgantown, which doesn't even make the top 100 for metro areas.

Yeah, it's not even close to the top 100. It's 239th.

A "law"? Not exactly, but jurisdictions are eligible for more federal (and in most states the same) grant monies and programs the higher the poverty/low income rate.

An example would be the CDBG (Community Development Block Grant) program, the money from which can be used across a range of projects.
