Almost a certainty. I'd say well over 90%, probably closer to 98%.

Yep, Spring comes a month later in our mountain towns like Park City and Heber. It's due to altitude - Heber sits at an elevation of 5,604 feet.

The average date of the last measurable snowfall in Salt Lake City is April 18, and we're lower than Heber. I don't count on real spring weather until May. Sure, we can have some beautiful days in March and April, but there is just so much inconsistency. 65 degrees and sunny one day and 40 degrees and snowy the next.
