Just for closure, the area we've decided we're most interested in is Cedar City.

Welcome to Utah.

Keep in mind that sooner or later, you will get used to things that were "huh what was that".
Similar to hanging for a rope around your neck..., after a few minutes, no more complaints.

Then comes the time where you wonder why you waited so long to get here...

Just make sure that wherever you 'settle', the ground your house is built on has 'settled' for a long time.
There have been cases of slides in that area. Just be careful!

"ground movement in Cedar City Utah?"

All the best! If I were living in the Southern part of Utah, Cedar City and, possibly, Torrey would be at the top of the list. With your requirements - Cedar City is perhaps the best fit. It might be cooler than your original requirements stated - but, on the plus side, it will not be boiling hot in the Summer either.
