Relocating from Toronto to Vancouver-young family (lease, house, neighbourhood)

Ok, I have done some reading and now ready to post. Husband will be working in Downtown Vancouver.
We are from the burbs of Toronto.

Where is a good neighbourhood to live in the GV area?
An area where I can feel welcomed-we are from the Caribbean
An area where my children can have some friends-they are under 5
Good parks
I do like new and shiny and prefer the suburbs (white picket fence and all)
Prefer if the commute was less than 40 mins to downtown

Any feedback will be appreciated. BTW, the weather in Toronto has been cloudy all week, so I guess the move to Vancouver shouldnt be so bad after all.

Which Toronto suburb do you currently live (and do you like it?) and what is your budget? That will help us point you in the right direction.

Currently in Milton and love it. Stone throw away from Mississauga and Burlington.
I think we may lease a house in the first year. Budget ~2400 + utilities.
Current commute to work in Scarborough is 1 hour and it gets tiring but 407 makes it manageable. Having said that though, not particularly looking for 1 hour commute in Van, esp during the first year.
