Since I know nothing of LA ... I can only draw from my life in Chicago and I would say the city is where the trees stop ;o)

As a born and raised Manhattanite I am uncertain if things have changed over the past decade, but its not uncommon 'when in Rome', to say I am from "the city" amongst casual conversation in NYC when referring to Manhattan.
In my experience, local dialect just refers to sections or neighborhoods of Manhattan in conversation (ie Chelsea, the UWS, Bowery).

Manhattan is THE urban hub for all 5 Burroughs. This is obviously much different when referring to downtown LA as the "city" even though it technically is LA City.

I suppose the same could be said about Bostonites that I have met here in San Diego. They say they are from Boston, but after asking where, in fact they live miles away from the city in a small suburb outside of Boston proper.

I'm sure some people say it, apparently some people in LA say it too.

I'd imagine in each case its a bit about snobbery though. The San Fernando Valley, despite being around half of LA, is looked down on by people in other parts of LA. So its not "the city" despite being in the city...

Woodland hills would not be my first choice. There are nice areas, but those homes will be way above your price range.

Simi is Avery generic looking city. The commute to Westlake will not be easy, there's lots of traffic - lots of simi people work in the conejo valley.

I would just hunt in the T.O. And N.P. Areas ..that would be the best location.

Camarillo is really nice. You would have the grade on the 101 to deal with, but it's not horrible. Camarillo is cooler, too.

Simi to Westlake in the worse of conditions is never more than 35 minutes. Ever since the 23 was widened to 3 lanes, it has made a huge impact on the commute between Simi and the Conejo Valley. I live in Simi and have been driving to and from Newbury Parl for 23 years which is the same distance, I just go north at the 101 instead of south to Westlake. I have gone directly from Simi to Westlake many, many times over the years and it is no big deal. The drive from Westlake into the West Valley on the 101 is much worse.

Yes, I agree. I was born and raised in New York too and when people say they are going into the "City", they always mean Manhattan. Hardly anyone ever says "Manhattan".

Simi Valley is quieter, has less traffic, and fewer helicopters if any. Simi (and TO) comes up often in Top 10 safest cities in US polls. West Valley and Woodland Hills have far more restaurants, shopping venues and traffic. It's still a pretty safe area (most of it most of the time, just like any big city). Simi Valley is a bedroom community and if you spend most of your time at home you'll like it. Some people consider "boring" as good and I'm one of them. But I like a wide selection of restaurants, markets and shopping, and WV/WH has more of all of them. Deciding between the two is a difficult decision. Where you/spouse work should be an important consideration in terms of commute time per day.
