Japan actually falls under the same region code as Europe, Region 2!..But uses NTSC-J!, Whereas Europe widely uses PAL signals, Though the newer digital signals, Are phasing all of these analog differences out.
PS3 is region-free when it comes to PS3 games, but not when it comes to PS1 and PS2 games.
There are many awesome Japan-only games that probably will never make it here, so I'd recommend it. Plus, PS2s are much cheaper now, unlike when I bought mine only a couple years after it had been out.

I get red with envy at the stuff that comes out in Japan. We seem to get the short end of the stick gaming wise here in the states..

They probably say the same with games that are released in America first...
but I do understand the sentiment. The .hack//G.U trilogy comes to mind as one that I was impatiently awaiting American Release. I swear I would be the happiest person if games were released in America, Europe, and Japan at the same time.
