They probably needed to make a sequel because of Guitar Hero: World Tour, which is a Rock Band rip off.

I can see it being considered a rip-off, but due to GH:WT having better features (Create a song mode makes GH:WT more versatile than RB will ever be), RB:2 is more of the same wherease GH:WT is something different for the series.
