They are allowed to say that...but that's not their job. That's like saying that movie theaters should be stopping teenagers from seeing Rated R movies. Again, not their job.
Parents need to step up and be parents. Police the children and monitor their activities.
The problem with trying to push it off on the companies or the government, is that it affects the experience for the rest of us who are entitled to that information. Same thing with TV and trying to censor what we see. Use the filtering tools that are available to you and be a parent. That's what they did in the old days, these days should be no different.
