The only place where you could possibly build would along the Potomac River would be in the Mt. Vernon area. But the cost of land would be extremely expensive itself! You would probably be better off buying an existing home that's close to the river...you can expect to spend $600k+ for water views, and even more for water-front property. You'd be hard pressed to find a parcel of land for sale in Alexandria City that abutts the river. You can however purchase a nice town house that overlooks the river in Alexandria City, but these properties have listing prices that are $1M+ range...but with the condition the real estate market is in, you could possible get something for a good price reduction.
