Currently, in Virginia, emissions testing is only required in Northern Virginia on a biennial basis. I was wondering, does anyone think in the future it may also soon be required in Hampton Roads and/or the Richmond area?

I wouldn't be surprise to see it in Hampton Roads in the future. Not so sure about Richmond.

Warning: This is NOT a thread to debate whether or not you support emissions testing. Discussion should only be limited to whether or not you think emissions testing will soon be required in Hampton Roads and/or Richmond.

Richmond definitely not, there is just not enough car usage there for it to fly. Hampton Roads, I would probably say no, since a major percentage of cars there are registered in other states and it would not have a major impact as the total population numbers would indicate.

No, if anything I think you'll see more counties get away from the testing as the costs really aren't worth it. This is assuming that automotive technology continues to make cars cleaner and cleaner.
