Another pragmatic way to address this is to set clear police force jurisdictional parameters: the state police has jurisdiction over all Interstate highways and state primary routes; county police have jurisdiction over all secondary routes within said county; city and town (where applicable) police have jurisdiction over all non-expressway roads within said city or town. This setup or variants thereof can be found in other states (e.g., California).

I have to believe you know little of LE and I believe you might think there are more troopers in any given county then are really out there.

I'm surprised VDOT isn't putting RD signs along I-64 between the I-295 interchange east of Richmond and Williamsburg.

What really sucks is that we have to pay for signs to tell everyone what they should have learned in driver's ed, don't go over the speed limit or pay the price. I can't understand why everyone who gets caught whines and cries that they were targeted, the speed limit signs are same in every state.

Harrisonburg had a similar situation as Hopewell in the past, on one weekend after they dropped the speed limit to 60 through Harrisonburg on I-81 the city police decided to go out and enforce their part, the next time they did it the State Police went through the city pulling everyone over. After the phone calls were done the city has never patrolled the interstate since.
