I think it does not make sense for DMV to charge $10 annual fee on special plate, take below screenshot for example. It is understandable to charge one time fee for special plate(if it costs more to make special plate due to low demand), but why annually ($10 more than regular plate)? It does not cost more to maintain DMV record.

For some other states, DMV does not charge more on military related plates, in whatever case.

Same thing applies to specialized characters on the plate, there is also annual cost, not one time cost. I have always wanted to have specialized characters too, but don't want to pay annual fee for that. For such kind of thing, it does not make sense to charge annually.

For some plates, Virginia charges even higher annual fees. But I guess if people are willing to pay extra license fees over & over there won't be any political pressure to change the policy.
Virginia has a really cool (wild turkey) conservation plate that bills you an extra $25 every year. But like u state, it seems exorbitant to make ppl pay extra year after year just to keep it..
