What metropolitan area is better? Virginia Beach- Norfolk- Newport News or Richmond- Fredericksburg- Petersburg? Which one is more urban? Better Downtown (Norfolk or Richmond)? More things to do? Better sporting events? Concerts? Density? Etc.?

Well Fredericksburg isn't part of Richmond's metro area, but that's just a technicality.

Richmond is itself a greater city than any city in the Tidewater area. I'll take Richmond's urban neighborhoods over Norfolk's. But Tidewater has a larger population overall and beaches... Tough call.

Yea, Fredericksburg's not part of the Richmond Metro. But I'd go with Richmond -- Tidewater's not far away.

Richmond. The Hampton roads area is too much like a giant suburb and does not have much urbanity to it or anything unique about it.

Besides Norfolk and Newport News, you are pretty much right.

Other than Norfolk, Newport News, and the history of the area, he's pretty much right.

There are small pockets here and there, but the city limits of these places largely resemble suburbs.

Umm, i'm pretty sure there is much more urbanity in hampton roads than you all think.. downtown norfolk is just as urban as richmond, plus downtown portsmouth, virginia beach town center, downtown newport news, city center @ oyster point, etc.
