If you're set on Annapolis, take Rt. 50 to the Beltway, get on the metro there, then ride the train in the rest of the way.
Probabaly 1.5 hours (45 min each drive and train ride).

Definitely consider Silver Spring. Annapolis is too far and not that affordable.

Just take 50 straight down. I did it for a few years and it wasn't too bad. Also Dillon Bus runs a commuter service I took before I moved. It was pretty good.

Also try an outer suburb like Prince William County, VA where it is more affordable. Try Woodbridge, my friend has lived there for ten years, and commutes downtown.
