Hard to say since there are some jurisdictions that have people both inside and outside the beltway. Along with unincorporated jurisdictions with no true borders aside from zip code boundaries like Bethesda and Silver Spring. Then there are places outside incorporated city limits that still have the address of the incorporated city like Falls Church and Alexandria. So you can't just add the numbers up and get a total. Of jurisdictions that are totally ITB would be DC, Arlington, Falls Church, and Alexandria. Those places alone add up to almost million. So I would estimate about 1.5 million if not 2 million. That's a lot. Yet that means the majority of the DC area is OTB which some might even say that the majority of the DC area is exurban not even suburban.

I guess one could get a more accurate number by adding up all the census enumeration districts inside the Beltway but that sounds very time consuming.

The actual number of people is probably close to 2 million.
