My tenant said he would move out by last Sept and he said he would join military. But he still stays here. My plans sometimes messed up because he is staying here. He said his recruiter canot give him any paperwork to show. He said showing military letter is against ethic, is it true?

Does anyone experienced to join military?

If he is on a delayed enlistment then he should have a delayed enlistment contract he can show you stating when his expected reporting date is. If he is just trying to join he has no official status anyway. I think you are being conned.

If nothing else he should be able to give you the name, office address and phone number of the recruiter

Call his recruiter. There is no ethics issue here. Bottom line is he needs to provide you paper work or a phone number to call his recruiter to verify.

Frankly, it shouldn't matter if he's military or not. If you're the landlord, you should have a contract, and the details of the lease terms should be there (including a move out date).

It's very unwise to act as a landlord without some type of contract. Now you know why.
