Funny thing is that they are doing it in DC and some other major cities and from my understanding its been effective.

I know one place tried loud music and the 'crowd' brought bigger boom boxes until the police had to start enforcing the noise ordnance. Before you say 'good' The only people it hurt was the business because the the fixed address was they only one they could ticket each time. a different person took the ticket for the loud boom box each time but the store owner got stuck every time.

In Canada, a person must identify themselves, when being interviewed by Police, to establish their identity, for the record. It is also a way to learn their Immigration status, and their right to BE in Canada.

Unlike the USA, Canada issues a Citizenship certificate, with a photo and digitized signature, to all persons over age 12. Legal Immigrants also are issued a photo ID card, that is proof positive that they are in Canada, with Government permission. If a non citizen cannot produce their ID card, they are subject to arrest, on the spot, and detention at a Immigration holding centre, pending a hearing.

These measures apply to ALL persons, of any age.

Remember that we are a seperate country, with some different laws, and different ways of doing things, than the USA.

Only one example..........Off duty Police officers in Canada are "un-armed " . At the end of their shift, they lock their issue firearm in a personal gun locker, at the station. While off duty they are NOT encouraged to get involved in any situation. They ARE told to do just what we tell everyone, CALL 911. As a result we do not have the "cop on cop " shootings that happen in the USA.

In Canada, Police do not investigate themselves. Each Province has a Special Investigation Unit, that is made up of civillian investigators, who investigate all "officer involved shootings" or when a person died in Police custody, or as a result of Police actions. The SIU has the resources and manpower to conduct Province wide investigations, with the full power of the law behind them.
