That was a tornado? It looks more like a stationary cloud.

It certainly was not stationary. It came and was gone in minutes.

A bit of correction; the system was not short lived. And its lifespam was pretty long for a EF-0 tornado:

I live near it's track. It came and was gone within minutes. I know it moved eastwards, but it was a fast moving storm, not a stationary one.

What I like about this video is how they 1. Stayed on the top floor of a building full of windows as a tornado approached them and 2. Check out the lady looking for her purse *very slowly*! That is one important purse, people!
