Even if Silver Spring is cheaper, there are a lot of transit options in Rockville to Bethesda like bus, train or car. Pretty much the only option in Silver Spring is the car. (There probably is a bus route from Silver Spring to Bethesda, but I'm not completley sure.) If you are looking for more culture and fairly cheap rentals, you would choose Silver Spring, not Rockville.

Yes, the J2/J3 bus line travels directly between Bethesda and Silver Spring via East-West.
