What are the steps to change driver's license and car tags? Do you have to return or notify VA or mail back the tag?

Do you have to physically go to Department of Motor Vehicle to get MD license and tag? If so, what do you need to bring and do they do any test, including eye test?

Definitely the eye test. You do not have to return the tags to Virginia, unless you want to. Be aware that when you later move out of Maryland, you must return them to MD. They're strict about that. Virginia isn't. When you change your license, I think they will take your Virginia license and notify Virginia. That's what they did for me, but that was 16 years ago. Not sure about now.

Yes, no matter what the state, you have to surrender your previous state's driver's license.

He'll also have to take the written exam and pass it.

Be aware the time lines for transferring the title and tags to MD are fairly strict.

Not all states require you to return the tag.

Do I really have to take a written exam in MD? Are you serious????

Not the tag, your driver's license. MD is one of the states that mandates tag return (and they can get crappy about it. I lost one in an accident, the car was totaled, and I only had the rear to turn in. They sent me notices for years for emissions testing and insurance verification. All because I only turned in one tag).

Maryland Driver's License

Maybe not. That may have changed. I had to years ago.

Thanks for scaring me. I have taken ALOT of tests in my life, including one of the MOST notorious hard professional exams, and never failed any. I don't want to take any more tests.

Don't forget the vehicle safety inspection.
Annoying on a transfer but the best overall system in the country.

Virginia did not take my MD license away when I moved. I still have it. The written exam won't be required if he already has a license from another state.

They were supposed to take it.

As I said upthread, he may not have to take the written test. You used to have to (pissed me off at the time, too). It must have changed.
