They are fundamentally different markets. An area like NoMa or U Street will attract people who like edginess and the urban vibe. Germantown and Arbutus are for people who want to settle down and raise families.

Some parts of Laurel are "rough" others not. West Laurel has the best reputation, followed by south. I live in south.

Stand at the intersection of R.1 & R.198 in PGC, and the Howard County line is a 1/4 mile north, Anne Arundel 1/2 mile east, and Moco 2 miles west.

I used to live in Gaithersburg, south of Germantown. I prefer Laurel to either, but that too is a generalization.

OK, this is a public forum, and you are going to hear from people with different opinions. You may not like some of those opinions or the way they are expressed.

Ultimately, it is your life and your decisions. That is why questions like the original one (Arbutus versus Germantown) are meaningless.

If I were young and single, I would live in a studio apartment in NoMa before I would spend more than two hours commuting out to a distant suburb. If I had a small budget and wanted to live in a suburb, I would choose Old Greenbelt, Hyattsville or Laurel. If they look a little rough, they are not unsafe.

Read between the lines. It's just someone who doesn't like urban black people moving to the suburbs and wants to avoid them. AKA, someone who wants to be disconnected from the realities of a metropolitan region, but can't necessarily afford to be too bigoted.

OP, move to WV. Take the MARC inbound from there.
