Most places on the west side of I-270 in Gaithersburg will be pricey and the more north you go in Germantown, the less desirable it gets. I believe Germantown by Wisteria and Middlebrook is where the Section 8 housing and the associated crimes become prevalent.

The dogs will be a problem. If you only had one (smaller) dog then you could try the Fields of Gaithersburg which has apartments for your income level, and is really close to Med-Immune.
