Saying "some" schools, or "many" schools, or "most" schools would be more reasonable.
Just going by test scores at the high school level, yes. Roosevelt is a decent school but even here its test scores are rather middling compared to suburban Virginia schools.

How does it do when compared with other MAGNET schools?
And do they also focus science, mathematics, technology, and engineering?

You have to break it down further than that. Roosevelt is a S&T magnet but also is a comprehensive high school servicing the attendance area. While students have to test in to the S&T program the rest of the school population goes there because that's their zoned high school.

So to compare ER to a dedicated magnet school where everyone tests in would be not an accurate comparison.

If half are...

I think around 1/4 to 1/3.

This cannot be blamed on bad schools because there are plenty of rich white communities surrounded by bad school districts, but that doesn't effect home values,

This cannot be blamed on crime because wood more doesn't have a lot of crime, Buckhead Atlanta has even more crime, but their home values are fine
While I'm not going to disagree with you, I think the main reason home values didn't increase in PG country compared to similar white areas of similar economics had more to do with the housing bust. Minorities were taken advantage of and given loans they had no business having, over paying for homes etc at far greater rates than blacks. So when the real estate market crashed, places like PG county where hit much harder and home values have taken far longer to bounce back.

I would be very curious to see which factor has had a greater impact on the county. I don't know how that would be measured. But its definitely a combination of the two at the very least.

And before someone comes barging in here with 'uhhh, they chose those risky loans blah blah...", may I point you towards a mountain of evidence that suggests having no other options or being victims of fraudulent tactics. Based partly on geography but mostly because of race.

uhh, they chose those risky loans, blah blah. Satisfied? Government enacts laws essentially against denying credit ---> loans issued ---> loans packaged into securities ---> lender has no skin in the game, accelerates loaning to everyone and their mother ---> securities spread through world economy ---> etc. etc. etc.

Yes, the banks knew what they were doing. But the person signing on the dotted line is not a babe in the woods or forced against the wall to take the money... it was just extremely irresistible to do so, especially when they are told that real estate never goes down or that they need to buy a house RIGHT NOW or you won't be able to get a million dollar starter home in three years.
