I was just wondering if the price of homes have gone down in that area? My friend just came back from there and she was raving about how the price of homes were great! she stated you can get a nice property 3 bedroom 2 bath for under $300,000. Im just wondering about this because I know of someone who moved there 2 years ago and he bought a home there for over $400,000. is there a major foreclosure rate in that area/housing bubble?

Prices have gone down in many areas of Maryland.

Different areas of Bel Air will have different price ranges. Depends on where your friends bought here in Bel Air.
