What are the range of rents for these neighborhoods of DC, I would even consider a basement apartment

It all depends. You can rent a small room in a group house that's in a not so great area for $500-600. A 1br apartment can increase to over $2000 though. So it depends what you want and where you look. I've lived in both Columbia Heights and Mount Pleasant. Mount Pleasant is a great neighborhood and probably one of my favorite. Columbia Heights is great in some areas and not so great in others. It's MUCH bigger so it depends where you are looking.
