Can someone please tell me which is better and why?
Major: Electrical and Computer Engineering. Master's program

I did my research, they are all semester based universities that cost
about the same and they are even about the same in ranking.
I take it they are all accredited!
I'm moving to the Virginia/DC area and I'd your opinion on which is best.
1. Which has the least red tape and bureaucratic shuffling?
2. Which one has a better reputation?
3. Which one has a lot of night classes for the working professional?

If you are planning to get a masters degree, you'll need to learn to do some research. If you're still in school, talk to professors. Subscribe to some of the rating services. The serious universities are members of AAU.
National ranking is often over-utilized. In the end, it's what is the best fit for you. The options are the three schools listed, and the University of Maryland. IMO, the University of Maryland is somewhat cut-off from DC in terms of accessibility. George Washington U has a great reputation overall and a degree in Engineering from GW would suit you well in the workplace, not to mention living and attending school in DC would be a great life experience. I would recommend campus visits though if possible to assess what best works for you.
I'm an electrical engineer and I would never recommend a school based upon the ambiance of the area. If you're interested in an education then you should be choosing a school based upon the quality of the education you will receive. U of Md is the only local school that has a serious engineering program -- they are a member of the Association of American Universities, which is a group of 61 top universities involved in research. Graduate programs are centered around research and in the area there is Johns Hopkins and UMD. Georgetown would be great if you were working on a foreign service degree, but honestly in 30 years in Washington I've never met an engineer from Georgetown.
