Safety? Restaurants, bars? Places to walk dogs? Any thoughts appreciated.

It's at the intersection of Potomac and Pennsylvania Avenues SE.

I hear it's an OK area. IDK what's there in the way of restaurants but I believe there's a good lounge and a good bar. Some folks have complained about problems from the housing projects nearby (big surprise).

It's on the edge of a very vibrant part of the city and still in transition. Yes, there is a good bar and a good lounge right on Pennsylvania Ave. and I saw that the empty KFC is going to get turned into condos. You'd be right by Eastern Market / Barracks Row and all that good stuff. I know some people who live over there and they enjoy it. Just know it's not without its issues.

On a scale of 1 - 10 I give this area a 7.5. Relatively quiet, you'd have to walk a few blocks to get to the Eastern Market area where most of the night life of that neighborhood centers. Safety is ok, though you may want to be vigilant walking at night, but that's like any major city.

The neighborhood is usually called Hill East if you want to search under that term.

Plus: Close to Eastern Market and H St, quiet, cheapest (if less pretty) rowhouses "on the Hill," Harris-Teeter and Trusty's and Wisdom, Congressional Cemetery (you can get an off leash dog permit), Blue/Orange lines
Minus: Potomac Gardens public housing between there and E.M., close to I-395 but no way to actually get there, rowhouse conditions wildly vary but they're all tiny, distant to stuff in NW DC

Sorry to nitpick, but it's the Potomac Avenue metro, not the Potomac metro.
