Over here in Japan and Korea and almost all of pacific Asia, short skirts and high boots or heels are very common place. Same in Europe, especially eastern Europe. Same with Latin America for that matter.

Understandable, but the question I would wonder, is if you aren't expecting men to look at you then what would you expect? Those countries have a completely different culture. Sex is much more accepted there, where our country is trying their hardest to be like them. We are trying to teach young hormone ranging teenage boys to control themselves but we make clothes for girls that show of their body parts like they are hookers. This whole culture is becoming sex crazed and there are some people who just can't handle it, that why it's better to keep that kind of clothing in the bedroom.
Just like men that they may actually like may be attracted to them, so can perverts. It just sends the wrong message to dress like that. If you're going to show your body, show it in the bedroom, not on the street. I think a prime example of my point is this video here of Conan O'Brien and Nicole Scherzinger.

You mean to tell me you didn't think men would notice you? You didn't think they would focus in on certain body parts based on what you're wearing? If those women dress like that then I don't have a problem with it as long as they know the repercussions of wearing clothes like that. But if you act if you are some how a victim then to me it shows ignorance. Granted there will be some perverts that will mess with these women regardless, but I think as adults we all have responsibilities to use common sense. If I'm walking around a bad area, I wouldn't bring out all my money and start counting it in front of residents, and then act like I'm completely innocent? What's the difference?
