I was taking rock creek parkway southbound towards the kennedy center. It was after it was 2 way yesterday at night. With the rain and construction, it was pretty bad. There are all kinds of dips/divots from the construction. In addition, there are no lights to illuminate the road. Can't see the lane dividers. Maybe there aren't any. At some points it becomes 1 lane. It was total darkness. The fact that there was a misty foggy rain made it esp. scary.

Isn't this a federal government road? When will it be ready?

Aside from potholes and general maintenance, it's done. The Federal Government has strict guidelines in regard to it's parkways. Most of them are typically two lanes with no shoulders and little if any (maybe around exit ramps) lighting. Just look at the GW, B/W, Suitland and Clara Barton Pkwy's.

Indeed, all Parkways (which are distinguished by their brown highway signs) are managed by the Park Service.

Note that there are a lot of roads called "X Parkway" but that's just a name.

Why does the parkway stop at Connecticut Ave?

The valley north of Connecticut Ave is much too narrow for more than a two lane road.

I tried to get on it by the Omni Shoreham today, but they had it blocked! Construction. This was about 2 pm.

I don't think it's ready.
