National arboretum is easily my favorite. Though it's not easily accessible without a car, it feels like the one place where you can step in and forget you're in the city. one of my most effective go-to date spots
In terms of scenery and aesthetics, my favorite is Soapstone Valley, behind Howard Law near Conn. Avenue. Though basically it's just an offshoot of Rock Creek, there are parts that make you feel a bit like you're in the Va. Blue Ridge countryside or something.
Clearly Anacostia Park. Views of Alexandria and Arlington, the airport, wonderful scenery, plus there's that element of water right in front of you and as someone else said, the sunsets are amazing.
I second anacostia...also like teddy roosevelt island
