I stayed in both Holiday Inns in Arlington. One was near Rosslyn station and the other Ballstone. I know for a fact Ballstone station has a mall with some restaurants in it within walking distance. I know Rosslyn has restaurants not too far but might be a bit far with kids. Both are in pretty nice areas and within walking distance to the orange line (metro).
I can't remember what I paid but it can't be too much more than what your range is.
Hotel Monaco in Alexandria might be nice, as well as Ballston as mentioned. I honestly don't know if any have pools though. There are lots of hotels in Crystal City (more business oriented IMO but I know some have pools). Your best bet is really to check out the chains that you might be a member of and check them out.

Through what method are you able to get reservations at Hotel Monaco for under $150?
Monaco is also not very close to a Metro and probably Old Town isn't too interesting for younger kids. I think the rec for the Ballston Holiday Inn will fit the bill for your family well. Just keep in mind, the Orange Line is very crowded during morning and afternoon rush hours, so you will probably want to time your trips downtown after 9:30 a.m. and plan to get on the Metro outbound by 3:00 p.m.
