Top to bottom, MoCo schools are WAY superior to DCPS. In fact, I don't think there is any overlap in them for perhaps a school like Wilson (surrounded by million-dollar homes) or Duke Ellington (well-known arts magnet HS). At the primary level, there are also some inovative charter schools in DC, but that is out of necessity due to how poor-performing the DC school system is.
Of course we don't know your specific situation when it comes to income, housing, or employment. But overall, I think you'll be hard pressed to find many on here that would say DCPS are even close to being on the level of MCPS.

Thanks. I figured at the elementary and jr. high level Mo Co would be better (my school zones would be NOMA and/or SW DC)
I just wasn't sure about high school (but it's a long way off). NOMA feeds Dunbar I knew that wasn't a top option. But SW feeds Wilson which I thought might be better than Quince Orchard.
I forgot, School Without Walls (DC) is pretty good too. There are some great options at all levels in DC, no doubt. The thing is that sadly, they are the exception, not the rule. Likewise, there are some duds or "lesser options" in MoCo, but overall they are the exception.
