I'm not sure if it is restricted to morning rush. I think I have gone that way at other times, just not afternoon rush. It's been a while for me, so I hope someone else can confirm.

I'm not sure if I'm interpreting it right. Wikipedia said there's no southbound ramp at Waterside, which would mean then you could only get on there in the morning when everything is going south, you would just be in the left set of lanes.

On Rock Creek Parkway southbound, there's no exit ramp to Waterside. However, there is a ramp from Waterside to get onto Rock Creek Parkway southbound. It's an unusual onramp, where you merge into the left lane of traffic. Often cars on the onramp will be at a full stop, waiting for a opening and then needing to accelerate to parkway speed, 40 say, rather quickly.
This onramp is accessible all times except afternoon rush, when the entire parkway is northbound.
