I know, this has probably been posted before but I am finding nothing. I just received a ticket in DC for parking in a zone 1/2 two hour parking zone. I am a VA resident, so I do not have a permit (obviously).

Maybe I am just really confused, but I was under the impression that the zone permit area were two hour parking between the times noted on the sign and then open afterwards.

I parked on S st NW near the corner of 9th on Saturday night at 10:15. I went out and came back to my car at 11:45 to find the ticket. Less than 2 hours, and after the 8:30 pm cutoff, on a saturday (sign says mon-fri 7am-8:30pm).

Do I have this completely wrong and that really means that I am only allowed to park in these areas for 2 hours if its in the times indicated, and outside of that time I am not allowed to? Have I just been getting lucky all these years by not getting tickets?

edit: that is not the actual sign, I was up the street a bit, but street view does not show that one as clearly, the no parking sign on top was for the rest of the street to the corner, it was not on the one around me.

What did the ticket actually say was the violation? Sometimes there are temporary emergency no parking signs up. Maybe you were too close to a fire hydrant.

The ticket says violation as "P012 DISOBYNG OFFICL SIGN" and in the comments says "ZONE 1/2 RPP PERMIT ONLY NO ZONE 1/2 PERMIT DISPLAYED"

So it seems like it was for the lack of RPP permit to me. I was on a completely full street, but did not check the other cars to see if they were ticketed too.

take a picture of the sign when u mail in your claim to deny

I've always interpreted the signs the same way as you mentioned. However, recently some blocks in Zone 1 (and in other places in the city I imagine) are now more restrictive. One block near my old place is now Residential Parking Permit only 7am-midnight on one side of the street, and 2-hour limit for nonresidents on the other side. The more restrictive sign is white and red, as opposed to the usual green and white that allows two hours. I would re-check and take pictures of the signs and try to fight it.
